DESCRIBTION
The HSE manager coordinates ocean base drilling (Offshore). His duties is to develope approaches and solution to health and safety issues during or before drilling operations.The HSE manager is espected to conduct risk assessment and management before any drilling operation is authorized. The HSE Manager would be assigned to mobile drilling platforms that is submersible and are built to work in seven to 20 feet of water. That are towed by tugboats to the drill site with the derrick lying down. The lower hull is then submerged by flooding compartments until it rests on the sea floor. The derrick is then raised and drilling operations are conducted with the barge resting on the bottom.Risk assessment must be conducted before any drilling operation is carried out to design a good health and safety environment on the mobile drilling platform to avoid any damage of equipment or to the environment.Expert ensures work does not proceed until risk is brought to the lowest possible point.

Qualifications
He must have at leat 5+ experience years in Oil and Gas Industry
Must be familiar with ISM code
Should be familiar with IMO codes
